Discussion: Steve Gaffney made a few changes to the minutes:

• Page 2 – letter e take out the word "to" in the sentence.

• Page 3 - Jim Dowd as not listed on the Finance Committee.

• Section 3 - there is an extra "r" in the Joe Fiumara's name.

• Delete "up that" prior to code enforcement.

• Be sure the Land Bank is capitalized throughout the minutes.

Old Business

a. Property updates

i) 58 East 11th Street, Oswego Auctioneer

Shane Broadwell explained that a few of the board members met with Crossroads Auction Center from Central Square. He explained that everything of value will be taken out and auctioned. If there is metal then it will be sold and split between Crossroads Auction Center and the Land Bank. The property will be cleaned out entirely thereafter.

ii) Demolition properties – Dan Stevens

Dan Stevens said that the demolitions require air monitoring and has to be hired by the county not the demolition company. Purchasing Director Stevens asked

the committee to approve the lowest bidder, Asbestos and Environmental Consulting Corporation (AECC).

Motion to extend the deadline 30 days for the Phoenix property and the East 9th Street, Oswego property as well as the property in Mexico pending the tank removal: Dave Turner

iii) Tank removal - Dan Stevens

Director Stevens shared the quotes for tank removal at 10CR 64 in Mexico. He recommends awarding to the lowest bidder, Group Paragon Environmental Construction Inc.

iv) Sandy Creek property

County Attorney Richard Mitchell explained that the Oswego County Fairground Board of Directors have not responded to the letter from the Land Bank. This discussion will be tabled until next month.

b. Web Site Update

Dave Tuner said the website went live yesterday. Any changes or adjustments should go to Dave Turner or Jim Dowd. The website address is: www.landbank.com. The committee discussed updates to the site and whose responsibility it will be. Dave Turner suggested that the board retains Step One Creative for 6 months to maintain the website. He will ask Shane Stepien for a 6-month proposal.

c. Grant Update

Dave Turner explained that the grant money of $75,000.00 needs to be used and a report completed in order to receive the additional $75,000.00.

New Business

a. Land Bank 101 Webinar

Dave Turner will send out a reminder encouraging everyone to sign up for this webinar. It is a basic training session about Land Banks. Shane Broadwell encouraged municipalities, board members, towns and villages to be a part of this webinar. He added that the next step is the town hall meeting. Dave Turner said that this is a live webinar and he will check if it will be archived for those that cannot view it on the scheduled date and time.

b. Town hall with municipalities - set date

After the webinar the date and time for a town hall meeting at CiTi will be decided. According to the survey, the best day for a meeting is on a Thursday.

c. Fulton Property from NCST

The National Community Stabilization Trust (NCST) is a non-profit organization that works to restore vacant and abandoned properties to protect neighborhoods from blight. NCST facilitates the rehabilitation process and may give the properties to organizations such as the Land Bank. There is a piece of property in Fulton that is has been foreclosed and NCST is ready to transfer to the Land Bank for $1.00. Joe Fiumara and Dave Turner did an analysis and estimate for rehabilitating this property. It will cost approximately $70,000.00. NCST is reviewing the estimate and will be getting back to Joe Fiumara.

The board is waiting on the approval of the contract between the City of Fulton and the Land Bank. This contract will approve the Land Bank to do work in the City of Fulton.

Joe Fiumara arrived at 9:50 AM

Joe Fiumara reported CDBG grant came through to help rehab properties. He added that the City of Fulton has a long term plan for property rehabilitation.

Richard Mitchell, Oswego County Attorney distributed a letter sent to Mayor Ronald Woodward regarding the Corporation Agreement between the Oswego County Land Bank and the City of Fulton.

d. ABO Training update

Richard Mitchell explained that the ABO training needs to be completed by each board member. He added that the required fiduciary responsibility and a required evaluation of board members need to be in by next meeting.

Richard Mitchell said that certain items need to be done to accept money and comply with state regulations. The proposal from Insero & Company, LLC requires board approval.

New Business

• The Audit Committee had a conference call with Insero and shared the report: o The Oswego County Land Bank has been registered with PARIS

o The 2017 budget should be in the system by the first of November of each preceding year

o The new PARIS report is due by March 31, 2016

o An investment report needs to be created and posted on the website.

• Shane Broadwell distributed that Auctioneer Contract for the 11th Street Property. He explained that the job will take about 11-13 hours and that there are a few things of value that will need to be auctioned. The house will then be cleaned out. Richard Mitchell said that a time frame should be in the agreement and it should be added that the garbage needs to go to the transfer station because the Land Bank has a credit with the Oswego County Transfer Station.

Motion accept the contract with the amendment that the property will be broom clean within 30 days and all proceeds will be split 50/50: Joe Fiumara

• There is a Bowling Alley in Schroeppel that has had several issues over the years, to include asbestos. These issues have been resolved and the property is now vacant. The property is currently owned by the County of Oswego. The committee discussed the possibility of this property being donated to the Land Bank.

• Richard Mitchell said the he will be meeting with the Treasurer's Office regarding two year and four year foreclosures.
