  • a. Distribute adopted resolution

Resolution Designating Signatories for Purchase and Sale Agreements with the National

Community Stabilization Trust

  • b. RFP Progress

Phil Church reported the RFP is going out today (7/15/16) and responses are due August 16th.

Justin Rudgick and Dave Turner volunteered to do a preliminary review of the proposals prior to

next meeting.

  • c. Grants Update: LISC, IDA, Oswego

Phil Church reported LISC awarded the Land Bank $150,000. The funds will be received in two

installments. Also received $50,000 from IDA. The City of Oswego is in the process of

reviewing a grant for the Land Bank. Justin Rudgick commented that there could be an

opportunity for additional funding from the NYS Office of Community Renewal

  • d. Staffing discussion - job descriptions

Dave Turner provided examples of job descriptions for Albany County and Onondaga County

Land Bank Executive Directors. We first need to define the role and amend the budget. Dave

Turner suggested that anyone who is interested in participating in this process of developing the

job description for the Oswego County Land Bank Executive Director, look at these two

examples and email your thoughts and suggestions back to Phil. Dave and Phil will sort through

the suggestions and bring it back to the next meeting to finalize.

  • e. Update on three additional properties

Shane Broadwell reported the Legislature voted to remove the 3 additional properties from

auction. (Phoenix, Pulaski, Sandy Creek). 6 total have been taken off the auction list. The county

still owns these and the next step is to ask the legislature to deed these 6 properties to the

Oswego County Land Bank. The boundary line on the Sandy Creek property should be

corrected. It would be more prudent for Land Bank to acquire and then negotiate the boundary

with the Agricultural Society.

  • f. Public Authorities Training update

There are two more sessions scheduled for August. Check the website if you haven't completed

the training. Email Phil when you’ve completed.

New Business

  • a. Maintenance Contracts

Phil volunteers the County Purchasing Department to get quotes. Rich Mitchell added that it

should be structured to award to more than one, given the size of our county. Shane Broadwell

mentioned the need to have someone to do assessments on potential properties and report back to

the board. Phil added that the Land Bank policies include the creation of a Land Acquisition

Disposition Subcommittee. That committee goes out with the home inspector to evaluate and

make recommendations to the board. Rich Mitchell will look into the process of how to deal

with properties that contain personal items on the premises. Dave Turner added that we also need

to get proposals for demolitions and clean out property contents.

Paul Stewart discussed a property in the city of Oswego that has been vacant for decades. The

neighbors would like to demo the residence and share the property as side yards. Shane Broadwell

mentioned that this could be a simple agreement but the Land Bank would need to know the

demolition costs. Paul will get more information and follow up later. Marty Webster added the

property is in line to be foreclosed on in January 2017.

  • b. Insero CPA Contract

Motion to execute Insero Agreement: Dave Turner

Second: Paul Stewart

Vote: Unanimous, motion carried

Rich Mitchell will advise Insero to set up appropriate budget lines.

  • c. Centerstate CEO bill for land bank association membership

This is a prorated invoice for membership. The membership gives us the capability to join their

monthly conference. Dave Turner mentioned their national conference is once a year. If any

board members are interested in going, perhaps the Land Bank could support expenses. Dave

Turner added that one thing they learned from last year's conference was not to use HUD money

if you can help it. However, Restore NY program will allow use of money for demolitions.

Shane Broadwell will send a letter to local banks regarding foreclosed properties now that we are

established. He will talk more about this next month.

  • d. Fulton tax property list –

Moved to next month in Joe Fiumara's absence. Shane will ask Joe to bring a list.
