Old Business

  • A. NCST request for Resolution on signatories for purchases and sales

National Community Stabilization Trust (NCST) is requesting a formal document authorizing

the board to conduct sales and purchases on property transfers. Rich Mitchell will prepare a

resolution to send to NCST authorizing the board President and Vice President in his absence, to

sign documents to make transfers subject to board approval.

  • B. Distribute adopted Resolutions

Resolution Designating Banks as Depositories for Corporation Funds

Resolution Designating Signatories for Corporate Bank Accounts

  • C. Review RFP for logo/web site and discuss process for evaluation

Phil Church suggests changing “Oswego County” to “Oswego County Land Bank Board” where

appropriate. Also, would like to add bullet under Scope of Services (page 7): "All attributes

required for a public authority website by the State of New York." Phil will work with

Purchasing to make changes.

  • D. LISC Grant update

Dave Turner reported we have submitted everything asked of us. They are finalizing internal

steps and hope to have agreements out to everyone next week.

E. Staffing discussion

Phil Church suggested getting job descriptions from other land banks and start from there. Rich

Mitchell is checking to see if there is a civil service requirement. Dave Turner suggested adding

this to next month's agenda and he will bring job descriptions.

  • F. Update on IDA funds

Rich Mitchell reported revisions were made to the agreement and it went out to IDA. Shane

Broadwell mentioned the City of Oswego Common Council passed a resolution for $50,000

support for Oswego County Land Bank. Rich Mitchell will send intergovernmental agreement to

City of Oswego.

  • G. Public Authorities Training update

Get copy to Phil if you have completed the training. Please register for the July 13 or 26 session,

if you haven’t already done so. Rich Mitchell will email the link to register.

New Business

  • A. Discussion regarding acquiring properties from County

Shane Broadwell would like to ask the legislature permission for the county to deed properties to

the Land Bank for $1 for the first year to get up and running.

  • B. Review 3 additional candidate properties

The board reviewed 3 additional vacant properties to potentially be removed from auction. One

property is condemned and would have to be demolished. Phil Church mentioned there is a cost

for asbestos testing and removal on condemned properties. Shane Broadwell added if it is

municipality-owned (Land Bank) we need to ask Solid Waste for reduced cost on tipping fees.

Shane will bring this up to the Infrastructure Committee.

  • C. Review new zombie property law

Dave Turner explained the bill signed by Governor Cuomo. It is a large budget-related bill.

Establishes owner’s bill of rights. If property becomes vacant, the law requires lenders to notify

state and maintain property. Fined up to $500 a day if not maintained. Lender can make

arrangements with Land Bank to take ownership, then Land Bank becomes responsible to

maintain. Next month we should have a discussion on property maintenance contracts.

Shane Broadwell will work on sending something to towns to get them started on doing their

own inventory (abandoned properties, ownership, codes, etc). Dave Turner created a chart of the

towns indicating which ones have the various codes and zoning.

Dave Turner discussed the web service, Realty Track. The cost is $350 for a 16 month subscription. It is

another source to identify potential properties.

Rich Mitchell circulated a proposal from Insero & Co. for the board's review. He recommends the board

retain a CPA for corporate services.
