Online Board Member Training

Phil Church distributed some information on upcoming online board member training sessions. If you

have not already done so, please register and take the online training. Dave Turner mentioned it takes

about 45 minutes. Rich Mitchell noted this is required by budget office. If anyone has problems with

broadband access, we can set them up with a computer in one of the conference rooms. If you've already

done it for another authority, you do not need to go through it again.

Resolutions

  • Designation of CPA

Rich Mitchell recommends designating Insero. Rich will bring the retainer for next meeting - the board

will need to approve.

  • Acceptance of IDA funding pending bank accounts

Rich Mitchell provided copies of the draft Grant Use Agreement. He is still reviewing but as of yet has no

major concerns with the agreement other than a few typos. Shane Broadwell suggested the board members

look over the contract and send your comments via email.

Phil Church suggested the motions also include that the Land Bank Treasurer is directed to open a bank

account in one or more of the designated banks so that we are able to accept the IDA funds.

2016 Budget Discussion

Phil Church distributed a draft budget using Chautauqua County Land Bank as an example to get

started. LISC Grant - need to have a budget for a grant proposal to go in for 2016-2017. Applying for

$150,000 ($75k/each year). Expenses based on 6 properties. The LISC grant requires us to indicate

which items we want to use their money for. These are marked with the hash tags (#).

Dave Turner spoke to Kaitlyn at the Syracuse Land Bank regarding demo costs. Should figure $2000

each house for admin type activities and maybe high as $7000 per house for trucking. Demo costs in the

budget should be approximately $18,000. Marty Webster – on Oswego County foreclosures we should

use equalized assessed values. Phil – Accept funds from city of Oswego and move over to spread

equally per year.

Mission Statement

Phil provided a draft mission statement. Steve Gaffney suggested adding Corporation after Oswego

County Land Bank. Paul Stewart commented that it was his hope the Land Bank would be primarily

about residential housing. By including "commercial" properties, does this mission statement allow the

Land Bank to morph away from residential into commercial properties? Phil - Included commercial so

that we wouldn't be limited. Rich Mitchell – the mission statement can be revised every year.

LISC Grant

Dave Turner – Need resume and bio from Dave Domicolo and Jim Dowd to apply for this grant.

National Community Stabilization Trust Membership

Dave Turner – This organization works with a lot of national banks dealing with typical zombie

properties. There is no cost and online training is provided. Requires authorizing resolution from Board.

Review of Tax Foreclosure Auction Property List

Marty Webster distributed a tentative list of properties slated for public auction July 23, 2016. He also

provided 3 examples of property that fit the pattern of Paul Stewart's model. All we need to do is reserve

from auction, doesn’t obligate us.

Shane Broadwell will talk with Joe Fiumara regarding city of Fulton's properties.

Roy Reehil asked about Exhibit H (Land Acquisition and Disposition Policies and Priorities) - Factors in

Determining Consideration Due Upon Transfers... The first bullet reads "Parcels and properties shall

be transferred in consideration in an amount less than the actual costs incurred in acquisition,

demolition, maintenance and administrative fees of the lot/building." Rich Mitchell said it should read

"...not less than...
